Throughout this article, I’m going to outline an interesting series of events that transpired very early on in Trump’s Presidency. Although I’m not certain, as there isn’t a document out there that directly spells this out, I believe this series of events may be what started the irregular warfare efforts that have culminated in the current devolution operation we see unfolding.
Heck, maybe this series of events could be what led to Q and the drops. Reminder: I haven’t read the Q drops so it may be inappropriate for me to even comment on them, but in terms of irregular warfare, could there have been a greater weapon than Q? Some of the most awakened and informed people I know became that way directly because of Q. In an information war and battle for the narrative, you would need something like Q as part of your offensive.
I’m simply going to lay out the events for you and welcome you to come to the conclusions for yourself. We will see many familiar faces to devolution which is why I believe there may be something to this story, even if we don’t quite have the full picture.
Before we dig in, I’d like to do a quick recap of Devolution - Part 22 in which I outlined that we are in an ongoing irregular warfare campaign and Trump and his team made many moves directly alluding to that fact. Here is some of my closing from Part 22:
Donald Trump’s recent 12-page statement of straight fire should provide you all the confirmation you need that we are truly in the middle of an irregular warfare battle centered around control of the narratives. He literally used the word “narrative” eight times throughout. But as I have been saying, this battle for the narrative is nothing new. It has been happening for decades.
The Context
With what we now know about irregular warfare, the battle over the narrative can be examined in a new light. Prior to Trump even announcing his run for President, the political establishment had already been carefully crafting their narratives for many years and they had the process down to a science. It was much more subtle then, but it’s extremely obvious now.
The political establishment uses narratives to attain their national policy goals - and these goals typically involve more government control. Because they have always controlled the information environment, they have been able to successfully drive the outcomes of certain issues and events, and then they will try to use it to pass legislation. There are so many examples of this over the years.
Every school shooting is a call for gun control
Typically focused on ones where it’s a white shooter - if you can label your political enemies as white supremacists and domestic terrorists you can kill two birds with one stone
The world is ending because of climate change so no more energy production - just buy a damn electric car already
People can choose to be whatever made up gender they want so if a man wants to use a woman’s bathroom you have to let them
Covid was a great example
Churchgoers are killing people so no more church
My body my choice only matters for abortions, take the damn vaccine
People using their free will to support your business is killing those other people driving alone in their car with a mask on. Here is a huge fine and we’re shutting you down.
Remember how they sold us on the Iran Nuclear deal? We needed to pay the terrorists a bunch of money in order to stop them from doing terrorist things and we can fully trust the terrorists to stop being terrorists because clearly terrorists only care about money and don’t have some sort of deep-seated hatred for the people they inflict terrorism upon. Terrorists are superficial and materialistic, didn’t you know?
Those were just a few off the top of my head, but you should get the point I’m trying to make. A political party with full control of MSM, big tech, social media, and Hollywood is extremely powerful in influencing perception and manufacturing support for their agenda. Not only do they use these tactics to influence our culture and change national policy, but they also use it to maintain their grip on power.
Donald Trump’s 2016 Presidential election was a perfect example. In their attempt to ensure Hillary’s victory, the political establishment created a narrative that Trump was tied to Russia. Let's examine a few key pieces of the timeline:
Russia, Russia, Russia
April 26, 2016: Investigative reporter Michael Isikoff publishes a story on Yahoo News about Paul Manafort's business dealings with a Russian oligarch.
April 27, 2016: The BBC publishes an article titled, “Why Russians Love Donald Trump.”
June 9, 2016: Meeting in Trump Tower includes Donald Trump Jr., Trump campaign chair Paul Manafort and Trump son-in-law Jared Kushner with Russian lawyer who said he has political opposition research on Clinton. (No research was ultimately provided.) According to CNN, the FBI has not yet restarted a wiretap against Manafort but will soon do so.
June 17, 2016: Washington Post publishes front page story linking Trump to Russia: "Inside Trump's Financial Ties to Russia and His Unusual Flattery of Vladimir Putin."
Aug. 8, 2016: FBI attorney Lisa Page texts her lover, FBI's head of Counterespionage Peter Strzok,"[Trump is] not ever going to become president, right? Right?!" Strzok replies,"No. No he won't. We'll stop it."
Aug. 14, 2016: New York Times breaks story about cash payments made a decade ago to Paul Manafort by pro-Russia interests in Ukraine. The ledger was released and publicized by the National Anti-Corruption Bureau of Ukraine.
Aug. 15, 2016: CNN reports the FBI is conducting an inquiry into Trump campaign chair Paul Manafort's payments from pro-Russia interests in Ukraine in 2007 and 2009. After a meeting discussing the election in FBI Deputy Director Andrew McCabe's office, FBI's Counterespionage Chief Peter Strzok texts FBI attorney Lisa Page referring to the possibility of Trump getting elected. "We can't take that risk," he writes. And they speak of needing an "insurance policy."
Sept. 2016: Fusion GPS's Steele becomes FBI source and uses Associate Deputy Attorney General Bruce Ohr as point of contact. Steele tells Ohr that he's "desperate that Donald Trump not get elected."
President Obama warns Russia not to interfere in the U.S. election
Oct. 7, 2016: Director of National Intelligence James Clapper and Department of Homeland Security issue statement saying Russian government is responsible for hacking Democrat emails to disrupt 2016 election.
Oct. 18, 2016: President Obama advises Trump to "stop whining" after Trump tweeted the election could be rigged. "There is no serious person out there who would suggest somehow that you could even you could even rig America's elections," said Obama. He also calls Trump's "flattery" of Russian president Putin "unprecedented."
Oct. 24, 2016: Benjamin Wittes, confidant of FBI Director James Comey and editor-in-chief of the blog Lawfare, writes of the need for an "insurance policy" in case Trump wins. It's the same phrase FBI officials Lisa Page and Peter Strzok had used when discussing the possibility of a Trump win.
Nov. 3, 2016: FBI Attorney Lisa Page texts FBI's Peter Strzok about her concerns that Clinton might lose and Trump would become president: "The [New York Times] probability numbers are dropping every day. I'm scared for our organization."
Nov. 6, 2016: FBI Director Comey tells Congress that Clinton emails on Anthony Weiner computer do not change earlier conclusion: she should not be charged.
Nov. 8, 2016: Trump is elected president.
This isn’t where the narrative died. Not even close. They created the narrative in their attempt to sway voters, but since Trump won anyway, they had no choice but to double-down and continue their push to delegitimize Donald Trump. Hence the entire Russia Collusion Hoax that continued well into Donald Trump’s Presidency.
But it was much more than just that. Not only was Trump going to be the President, but General Flynn was going to be his National Security Advisor. This terrified them.
Nov. 10, 2016: President Obama meets with President-elect Trump in the White House and reportedly advises Trump not to hire Lt. Gen. Michael Flynn
Obama and his cronies were clearly afraid of Flynn. Trump hired him anyway. Not only did they need to continue to delegitimize Trump with the Russian Collusion Hoax, but they needed to take down Flynn in the process.
Dec. 2, 2016: UN Ambassador Samantha Power and Director of National Intelligence James Clapper request to unmask the name of Trump National Security Adviser Lt. Gen. Michael Flynn, who was "incidentally" captured by intel surveillance.
Dec. 6, 2016: Two more Obama administration officials request to unmask the name of Flynn.
Dec. 7, 2016: Power makes another Flynn unmasking request.
Dec. 14, 2017: There are 10 more requests to unmask Flynn's name in intelligence, including two by Power, CIA Director Brennan, and six officials from the Treasury Dept.
Dec. 15, 2016: Obama intel officials "incidentally" spy on Trump officials meeting with the United Arab Emirates crown prince in Trump Tower. This is taken to mean the government was wiretapping the prince and "happened to capture" Trump officials communicating with him at Trump Tower. Identities of Americans accidentally captured in such surveillance are strictly protected or "masked" inside intel agencies for constitutional privacy reasons.
Obama National Security Adviser Susan Rice secretly "unmasks" names of the Trump officials, officially revealing their identities. They reportedly include: Steve Bannon, Jared Kushner and Lt. Gen. Michael Flynn.
Director of National Intelligence Clapper expands rules to allow the National Security Agency (NSA) to widely disseminate classified surveillance material within the government. The same day, 17 Obama officials request the unmasking of Lt. Gen. Flynn in intelligence.
Dec. 16, 2016: Five more Obama officials request unmasking of intelligence materials regarding Lt. Gen. Flynn.
Dec. 23, 2016: Power request another Flynn unmasking.
Dec. 28, 2016: Lt. Gen. Flynn speaks with Russia ambassador.
Clapper and the U.S. Ambassador to Turkey request Flynn unmasking.
Dec. 29, 2016: President Obama imposes sanctions against Russia for its alleged election interference.
President-elect Trump national security adviser Lt. Gen. Michael Flynn speaks with Russian Ambassador to U.S. Sergey Kislyak. The calls are wiretapped by U.S. intelligence and later leaked to the press.
Jan. 2017: Director of National Intelligence James Clapper testifies to Congress that Russia interfered in U.S. elections by spreading fake news on social media.
Jan. 7, 2017: Clapper and two other Obama administration officials request Flynn unmasking.
Jan. 10, 2017: The 35-page Fusion GPS anti-Trump "dossier" is leaked to the media and published. It reveals that sources of the unverified info are Russians close to President Putin.
A CIA official makes a Flynn unmasking request.
Jan. 11, 2017: Power makes another Flynn unmasking request.
Jan. 12, 2017: Vice President Joe Biden and the Treasury Secretary request the unmasking of Flynn in intelligence communications.
Someone leaks to David Ignatius of the Washington Post that Trump National Security Adviser Flynn had called Russia's ambassador. “What did Flynn say, and did it undercut the US sanctions?” asked Ignatius in the article.
Jan. 22, 2017: Intel info leaks to Wall Street Journal which reports "US counterintelligence agents have investigated communications" between Trump aide Gen. Michael Flynn and Russia ambassador to the U.S. Kislyak to determine if any laws were violated.
Jan. 23, 2017: Leak to Washington Post falsely claims Trump National Security Advisor Flynn is not the subject of an investigation.
Jan. 24, 2017: Acting Attorney General Sally Yates sends two FBI agents, including Peter Strzok, to the White House to question Gen. Flynn. FBI Director Comey later takes credit for "sending a couple of guys" to interview Flynn, circumventing normal processes.
Jan. 26, 2017: Acting Attorney General Sally Yates and a high-ranking colleague go to White House to tell counsel Don McGahn that Flynn had lied to Pence about the content of his talks with Russian ambassador and "the underlying conduct that Gen. Flynn had engaged in was problematic in and of itself."
Jan. 31, 2017: President Trump fires Acting Attorney General Sally Yates after she refuses to enforce his temporary travel ban on Muslims coming into U.S. from certain countries.
Feb. 8, 2017: Jeff Sessions becomes Attorney General and Dana Boente moves to Deputy Attorney General.
Feb. 9, 2017: News of FBI wiretaps capturing Trump national security adviser Lt. Gen. Michael Flynn speaking with Russia's ambassador is leaked to the press. New York Times and Washington Post report Flynn discussed U.S. sanctions, despite his earlier denials. The Post also reports the FBI "found nothing illicit" in the talks. The Post headline in an article by Greg Miller, Adam Entous and Ellen Nakashima reads, “National Security Adviser Flynn Discussed Sanctions with Russian Ambassador, Despite Denials, Officials Say.”
Feb. 13, 2017: Washington Post reports Justice Dept. has opened a "Logan Act" violation investigation against Trump national security adviser Lt. Gen. Michael Flynn.
Feb. 14, 2017: Gen. Flynn resigns, allegedly acknowledging he misled vice president Mike Pence about the content of his discussions with Russia.
Obama’s loyalists did everything they could to get Flynn out of the picture, and they succeeded in doing so by controlling the narrative.
Everything that led to the firing of General Flynn was part of irregular warfare. Did Trump know what they were doing to get rid of Flynn? It is speculated that Trump had at least one ally in the military that was potentially feeding him intel prior to his inauguration.
So Admiral Rogers visited Trump at Trump Tower without notifying Obama. This upset a lot of people and they wanted him gone which to me is further proof Rogers was an ally of Trump.
Taking this even further, do you remember all those requests to unmask General Flynn and other individuals in Trump’s transition team? Those requests are submitted through the NSA.
This means Admiral Rogers would have or at least could have known about every single one of those requests. If he was in fact an ally of Trump, it stands to reason that he would/could be feeding him the intel of those unmasking requests.
My point here is that Trump was likely well aware of what his enemy was up to. He knew they would undermine him at every turn and he knew they were going after Flynn specifically. Trump was inaugurated and Flynn did became the National Security Advisor, and he had brought with him into the NSC many loyalists. The deep state did end up successfully ousting General Flynn, but that wasn’t where the battle ended. Flynn’s loyalists carried on the fight against the deep state after he was gone.
While Trump was fighting this 1000 front irregular war, he needed to appear weak. He needed the enemy to appear as if they were in control. This brings me to who Trump hired to replace General Flynn.
Obama and the deep state framed General Flynn in order to remove him as Trump’s National Security Advisor but when McMaster replaced him there was no attempt to have him removed. Why was that? The MSM and Trump’s opponents praised the hiring of McMaster and the narrative they painted during his tenure was that McMaster was smarter than Trump.
I think it’s safe to say that McMaster is part of the deep state. McMaster was on the Atlantic Council’s board of directors (until his recent resignation) and was a top advisor to David Petraeus - one of Obama’s Directors of the CIA who was forced to resign due to scandal.
I know there are a lot of people in our movement who criticize Trump for his personnel decisions. I personally think Trump is brilliant and always does things for a reason. Why would Trump replace Flynn with McMaster, somebody he must have known was the enemy?
I believe this was all part of the irregular warfare.
Shortly after replacing General Flynn, McMaster started removing the people Flynn brought with him into the NSC.
What I don’t think people truly realize is this was the beginning of Trump’s countermoves in the larger context of this irregular war. In an article released on March 7th, of 2020, we got a better look at what was really going on:
Ain’t That Rich
You read that correctly. The people Flynn brought into the NSC we’re working to weed out the deep state from the White House and Trump directed them to do it. This proves that not only did Trump know what he was up against, but he was also working to fight it.
The involvement of Rich Higgins is where things start to get really interesting. Higgins passed away fairly recently (may he Rest in Peace) but he deserves some focus here. He is somebody I have discussed previously in social media posts and on the Devolution Power Hour but I haven’t written about him in the Devolution series because I wasn’t quite sure if or how he might fit in. After writing Part 22, I believe he may be a bigger part of this story.
Let's look at his background outlined in his obituary:
A Little more context from his bio:
Much like Christopher Miller, the man placed at the helm of the DoD to implement what we believe to be devolution, Rich Higgins is another irregular warfare guru. Not only that, but he was also part of a small group of Trump loyalists who in the early days of Trump’s Presidency were seeking “to identify and expunge suspected “deep state” opponents.”
Now let’s examine the reason Higgins was fired:
POTUS & Political Warfare
Rich Higgins was fired because of a memo he wrote. I believe it to be extremely prudent to go over this memo in detail. Before we dig in, I need to remind you what I discussed in Devolution - Part 22 and how it relates to Higgins - “Narratives are at the center of irregular warfare,” and Rich Higgins was an irregular warfare guru.
The memo is fairly long but incredibly worthwhile knowing what we know about irregular warfare:
The Higgins memo perfectly describes the irregular warfare we have seen unfold both before, during, and after Trump’s Presidency. So here is a hypothetical question for you.
Wouldn’t it make sense for somebody considered to be a Trump loyalist, who was working to weed out the deep state in the early days of Trump’s Presidency, who had extensive irregular warfare expertise, who so perfectly spelled out the deep state and their tactics in early 2017, to have played a role in the countermoves required to defeat that same deep state as the battle continued beyond his tenure with the NSC?
Was Higgins involved in devolution somehow? It’s speculative but it makes a ton of sense. I think Higgins was playing a larger role here than people realize, and I think proof of that is provided based on who he was working with at the NSC to weed out the deep state, as well as a few other things I’ll show you later in this article.
After being fired from the NSC, Higgins went on to co-found Unconstrained Analytics:
Higgins co-founded Unconstrained Analytics with a man named Stephen Coughlin.
Just so we’re clear, after he was fired from the NSC, one of the world’s best irregular warfare minds (Higgins) co-founded Unconstrained Analytics with one of the world’s best strategic communication/information operations minds (Coughlin).
You may also find it interesting that on September 6th, 2016, Coughlin gave a speech titled “We’re at War: The Calm Before the Storm.”
I’ll come back and discuss Higgins and Coughlin again later. Before we continue, let’s do a recap:
The political establishment has used narratives to push their political agenda and remain in power
Trump made many moves proving we are in the middle of irregular warfare and he is/has been using irregular warfare to counter the political establishment
Not only did they use the Russian Collusion Hoax to delegitimize Trump, but they also used it to get General Flynn out of the picture
Admiral Rogers was likely an Ally of Trump
In the short period of time he was the National Security Advisor, General Flynn brought many Trump loyalists into the NSC
Trump hired McMaster as the National Security Advisor even though he likely knew he was part of the deep state
The Trump loyalists Flynn brought into the NSC were actively working to weed out the deep state
Rich Higgins was one of those loyalists, and he was an irregular warfare guru.
Higgins wrote a memo perfectly detailing the deep state and battle for the narrative that Trump was up against – He was fired for this memo
Hit List Squad
Now let’s find out who Higgins was working with to weed out the deep state:
So we know for sure there were 4 people involved in attempting to weed out the deep state considered to be subverting Trump’s Presidency:
Rich Higgins
Derek Harvey
Ezra Cohen-Watnick
Steve Bannon
We already covered Higgins but I want to provide some interesting details about the other 3. I want to start with both Ezra and Harvey. If you’ve read the Devolution Series to this point, you already know that Ezra plays a massive role in whatever Trump was putting in place before leaving office, but more context never hurts.
First, I’d like to point out that when McMaster first tried to fire Ezra, Trump wouldn’t allow it:
The second thing to point out is where Ezra went after he eventually did leave the NSC?
Both Richard the Saint and I have covered Oracle extensively so the significance of Ezra going to work there immediately after leaving the NSC should be lost on no one.
In addition to Ezra simply going to work for Oracle (which is massive), there are two other key takeaways from this article that I think are important:
Ezra was one of the White House officials who shared intelligence reports with Devin Nunes
Who was the other? I’ll show you shortly.
Derek Harvey returned to working for Devin Nunes who was leading the charge against the Russia Collusion Hoax
The fact that Devin Nunes, the primary source fighting the Russia Collusion Hoax narrative, is connected to both these individuals is important. This whole war is a battle for the narrative, and we can only imagine how important dismantling the Russia Collusion Hoax is in that battle. That is why we put so much importance on the work Durham is doing - his investigation is a major offensive in this irregular warfare. Because both Ezra and Harvey are connected to Nunes and his work, they are therefore connected to Durham.
Let’s go a little further into the details of both of these two individuals.
First, Ezra and the other official sharing intel with Devin Nunes.
So Ezra Cohen-Watnick and Michael Ellis were the ones who reported to Devin Nunes about the unmasking requests from the Obama White House - the same unmasking requests that Admiral Rogers would have been aware of. Did Rogers tell Ezra and Ellis where to look?
The name Michael Ellis is more important than people realize. Michael Ellis previously worked for Devin Nunes on the house intelligence committee before joining the NSC so he has multiple connections to the battle over the Russian Collusion Hoax narrative. There is also another reason he appears to play an important role but I’ll get to that later on.
It could just be coincidence, but I do find it interesting that Ezra would join the DOJ as the national security advisor to Sessions merely weeks after Sessions disclosed Attorney John Huber was leading the investigation into all the Clinton related scandals - an investigation that was chalk full with major national security issues and would later be handed off to John Durham. From Devolution - Part 20:
Now let’s look into Derek Harvey. Derek Harvey, who like Ellis previously worked for Nunes in the House Intelligence Committee ended up returning to his post there as one of Nunes’ top aides. He was working with Nunes and those aides in compiling the Nunes Memo. Who else just happened to be a top aide for Devin Nunes?
Kash Patel (and no I am not Kash Patel).

You can clearly see that there is a very interesting overlap between the same characters who were seeking to weed out the deep state and Devin Nunes and therefore the Durham investigation.
I feel like I’m beating a dead horse every time I say this, but it bears repeating - Everything before, during, and after the Trump Presidency has been a battle for the narrative. Especially since leaving office, it has been a battle to delegitimize Biden and his administration. The Durham investigation, although not garnering the results we have been hoping for yet, is and will be a major aspect of controlling the narrative.
Furthermore, Devin Nunes is now the CEO of Truth Social. Not only is he connected to the “hit list squad” but he is playing a major role in the current irregular warfare offensive against the political establishment. Truth Social is a weapon in the battle for the narrative. These connections cannot be overlooked.
I promise I’m going somewhere with this and I’ll make some sense of everything shortly (I hope). Before I do, let’s look at the last member of the “hit list squad” - Steve Bannon.
Bannon is a media executive and political strategist - a major weapon in any battle for the narrative. He was appointed Chief Strategist and Senior Counselor to Trump and he was actually named to the NSC’s Principal Committee, something many considered to be irregular for a strategist. Do you remember Trump’s powerful 2016 inauguration speech? The speech that consisted of members of our military standing behind Trump at one point?
Did you know that Bannon actually co-authored Trump’s inauguration speech? I had no idea!
Right around the time all the other “hit list squad” members were removed from the NSC, Bannon also left and returned to Breitbart. There were many reports that followed detailing a rift between Trump and Bannon - a rift that I now believe only existed for the optics and the narrative. I explain why I think that later.
Full Circle
It’s now time for me to get to the main point of this whole article, and it all comes down to how willing you are to simply write things off as coincidence. Early on in Trump’s Presidency there was an inner circle of “Trump Loyalists” who were working to weed out the deep state that was entrenched within the NSC.
There is one more interesting connection amongst each of these individuals - all of them except for Derek Harvey. Let’s look at those individuals one more time, along with a few of the other names brought up in this article so we can fully understand how important the “hit list squad” really is.
The connection between the rest of these individuals, is they all had an “appearance” of some sort between the stolen election on November 3rd, 2020, and Joe Biden’s inauguration on January 20th, 2021. That time period is obviously massive to the Devolution Series. This is when Trump was making all the moves that led us to believe he implemented continuity of government.
The fact that all these key players who were fighting the deep state at the very beginning of Trump’s Presidency found themselves in the thick of it during our hypothesized implementation of devolution CANNOT be just a coincidence. That is just my interpretation of the information and I encourage you to come to your own conclusion.
Let me show you how each of these players resurfaced. Kash Patel and Ezra Cohen-Watnick have already been discussed heavily so I won’t need to provide too much extra detail on them.
Ezra Cohen-Watnick
Keep in mind Ezra is former military. Here is a screenshot from Devolution - Part 3:
Also remember that the Irregular Warfare annex that was added to the National Security Strategy came from the office of the ASD SO/LIC (Run by Ezra Cohen-Watnick at the time).
Kash Patel
One thing I want to point out, because I glossed over it in the past, is that Kash has a former association with our military.

Steve Bannon
Remember the rift I mentioned earlier between Trump and Bannon? Well it clearly wasn’t that big of a rift because Bannon found himself around the White House in the closing days of Trump’s Presidency to help try and overturn the 2020 election - something that now finds him in the crosshairs of the J6 committee:
Another interesting thing to note is that Bannon was previously in the military:
Michael Ellis
A little background on Ellis. First, he once served in the military:
Second, not only did he serve important roles with Nunes and the Trump administration, but he also is now the general counsel for Rumble - the same Rumble that partnered with TRUTH SOCIAL.
Here is where he came back up during the period of time where we believe devolution was being implemented. Just 4 days before Trump left the Presidency, acting Sec Def Chris Miller named him the top lawyer for the NSA:
So same guy who worked with Ezra Cohen-Watnick in giving the unmasking reports to Devin Nunes, was installed as the top lawyer at the NSA at the “11th hour.” In this series I have outlined numerous moves that were made after the stolen election that allude to some form of continuity of government. This “11th hour” placement of Michael Ellis in the NSA is another one of those moves, even if we don’t fully understand the significance.
Rich Higgins
This brings us to our final individual. I’ve already showed you Rich Higgins extensive military background and his expertise in irregular warfare. He also partnered with an expert in strategic communication and information warfare after he left the NSC - a move that does seem important. So how and when did his name surface during the time period devolution was being implemented?
The January 6th Committee has provided us with some good information giving us an insight to Trump’s mindset in dealing with the stolen election. One of the things I’ve already discussed in Devolution - Addendum 4 was the Draft Executive Order dated December 16th, 2020. This document pointed out foreign interference in our election and called for the military to interdict and seize voting machines. Another document I haven’t written about was dated just two days later on December 18th, 2020:

So one of the documents “circulating among Trump allies” was one that pointed to a “color revolution,” “foreign interference in our election,” and just so happened to include the name of Rich Higgins, one of our irregular warfare gurus?
Remember, Trump had many options available to him besides devolution. Nothing was truly off the table. The draft order and this NSA memo were simply options he could have used but didn’t. That doesn’t mean they don’t provide us with good information. In this case, it tells us Rich Higgins was involved in discussions during that time period devolution was being implemented.
The fact that so many of these individuals who were members of or associated with the “hit list squad” showed up again during the most important period of Trump’s Presidency is a coincidence that can’t be ignored. These players were clearly part of the larger irregular warfare that has been going on.

What would it take to win a battle for the narrative when your enemy has control of MSM, big tech, social media, and more? Not only do they have control, but they have successfully “brainwashed” an extremely large portion of the population into blindly following every word they say.
In order to win this type of irregular warfare, you would need to dismantle your enemy’s stranglehold on the narrative but you would somehow have to bypass them to do so. You need get people the Truth in a way that can’t be controlled. Once the Truth is unleashed, there is no going back.
So let’s use some game theory here.
There was a team of “Trump loyalists” working to weed out the deep state in the early days of Trump’s Presidency and Trump was aware of what they were doing - he instructed them to it. The fact that Rich Higgins was part of that group of “loyalists” is crucial. Higgins is an expert in irregular warfare, he went on to partner with an expert in strategic communications and information operations, and his memo perfectly details the ongoing irregular warfare I’ve outlined in this series. Higgins knew exactly what kind of battle for the narrative they were up against which means all of them, including Trump, knew exactly what they were up against.
With all that said, what has been the one thing that has worked to dismantle the deep state’s stranglehold on the narrative, while bypassing them in the process?
Wouldn’t Q be the most logical answer?
I haven’t read through the Q drops in their entirety, not even close - I have only seen a handful of drops from people who have shown them to me. Yet, I can objectively see that Q has become one the most valuable weapons in this battle for the narrative. The awakening it sparked is undeniable.
By August of 2017, all members of “the hit list” squad were gone from the NSC and then just a few months later, in October of 2017, Q started the drops. I’m not saying any of the individuals discussed in this article are part of the Q team, I’m just saying there are some interesting connections that can be made.
Regardless, none of that is even my primary point. Let’s look at all the moves I outlined in Part 22 which showed the DoD’s clear focus on a shift to irregular warfare.
All of those moves are clear confirmation for me that devolution was implemented because we were in a period of irregular warfare. The same people (all of which have military backgrounds) who from early on in Trump’s Presidency were working together to weed out the deep state also played roles during the period of implementing devolution. When you combine Higgins expertise, his memo, and his connection to Ezra Cohen-Watnick as members of the “hit list squad,” it’s hard not to believe that all of this is connected.
From early on in Trump’s Presidency, they knew exactly what kind of enemy they were facing, and they have been preparing to defeat that enemy by using irregular warfare tactics which have culminated in the implementation of a continuity of government plan. Now with Joe Biden in office, they have unleashed the full-scale offensive they had set in motion.
Things truly feel to be in the home stretch now. Trump’s 12-page statement was chock-full of devolution proofs. It was one giant, narrative-dismantling middle finger to the political establishment. Here is how he concluded his statement.
The political establishment can no longer contain the narrative that the 2020 election was “the most secure election in U.S. history.”

One thing is certain: PDJT did indeed successfully prove and expose the Deep State, along with the Obama/Holder creation of the 4th Branch of Government, which is running the country.

Devolution 23 is plum full of undeniable facts, yet until pieced together didn’t generate red flags. Looking at the events and people connected, now, with Devolution in view, I don’t know another explanation. Trump’s strategic moves just before leaving office can not be overlooked. Trump walking away a defeated man, the biggest brightest red flag on this planet. Keep at this, I have a feeling the next month will bring to light even more information tying into devolution.
