I will admit that this article was one of the more challenging to write due to all the different pieces that needed to be tied together. I’ll do my best to make sense of it. I’m hoping by the end of the article you’ll have a better understanding of what we have been living through under this Biden “presidency.”
Throughout the Devolution series, I have been highlighting the events that have led me to the thesis that some form of continuity of government is currently in play. A recent YouTube video has led me down another rabbit hole in which I found more evidence supporting the theory.

There are multiple reasons as to why I think this video is significant. A lot of those reasons I’ll discuss at the end of this article. What I want to discuss right now is who released it.
The video was put out by the 4th PSYOP Group:
Let’s learn a little more about the 4th PSYOP Group based on their own website.
“PSYOP forces are masters of influence - the core of information warfare.”
Let those words sink in.
The 4th PSYOP group conducts influence activities and plays a key role in information warfare. It’s also important to note that the 4th PSYOP Group falls under the 1st Special Forces Command (Airborne):
One more thing I’d like to point out regarding the 4th PSYOP Group has to do with their name:
Before going back to being named the 4th PSYOP Group, they were referred to as the Military Information Support Operations (MISO) Group.
MISO = 4th PSYOP Group
Now checkout this screenshot - I’ll tell you shortly what it’s from.
MISO is considered part of Irregular Warfare (IW) and remember, the 4th PSYOP Group are “masters of influence.” The above screenshot is very important because of what it’s from and when it was released.
Irregular Warfare
On October 2nd, 2020, the Department of Defense released a declassified summary of the Irregular Warfare Annex to the National Defense Strategy:
Yes, you read that correctly. Nearly one month before the November 3rd election, an annex was added to the National Defense Strategy specifically for Irregular Warfare (IW) - something that would heavily involve the 4th PSYOP Group which recently put out that YouTube video. This is significant because I believe this annex, and therefore the 4th PSYOP group, are directly connected to the devolution operation we see unfolding.
Before digging in, we need some further background information on IW.
First, let’s get the definition of IW which comes directly from Joint Publication 1: Doctrine for the Armed Forces of the United States:
I’d just like to point out something that I found interesting when I was getting our military’s definition of “Irregular Warfare”. On the title page of the Joint Publication as shown above, it says “Incorporating Change 1” which is dated July 12th, 2017. That means they updated this joint publication on that date to include “change 1.” Here is that change:
What are Joint Functions?
Here is the description of the “information function” which was added with change 1:
The change to the Armed Forces Doctrine dated July 12th, 2017, was an addition of the “information function” which has to do with influencing perceptions and leveraging information during all military operations. It’s as if this this change was tailormade for the 4th PSYOP Group.
Now the definition of IW:
The definition of IW directly ties to what the 4th PSYOP Group specializes in. Again, here is how the 4th PSYOP Group describes themselves:
By now you might already see where I’m going with this. Information warfare is a key component of IW and the 4th PSYOP Group would be heavily involved in any form of information warfare and therefore, any form of IW.
The second thing I want to point out is specifically who released the IW annex. On July 14th, 2021, Doug Livermore co-authored an article:
Yes, it was co-authored by “former” Acting Secretary of Defense Chris Miller. The article is basically making suggestions as to how our special forces should be configured for IW. Here is where it refers to the IW Annex:
The IW annex was released by the Office of the Assistant Secretary of Defense for Special Operations and Low-Intensity Conflict on October 2nd, 2020. The Assistant Secretary of Defense for Special Operations and Low-Intensity Conflict at that time was a name we should all know:
Just keep in mind that what we’re about to go through came from Ezra Cohen-Watnick’s office and that any kind of IW falls under the scope of Special Operations.
Now let’s examine a few of the key aspects to the IW Annex to the National Defense Strategy starting with the foreword.
Dates are important, so I’m once again asking you to keep in mind that this was released on October 2nd, 2020 - One month before the election and about two months before the December 7th, 2020 Executive Order 13961 (The “devolution” EO regarding continuity of government).
The language used throughout the IW annex is eerily similar to language we’ve seen before. In Devolution - Part 13, I provide a detailed breakdown of EO 13961 and the accompanying “strategy” which established an Executive Committee to implement and execute a continuity plan. Here is a screenshot from Part 13:
“Competing below the threshold of armed conflict” as said in the “Strategy” is the same thing as “short of war” as said in the IW. This is a theme you will notice as we go back into the annex. I will come back and refer to EO 13961 and this “Strategy” again so keep this in mind.
I really think it’s important to understand the similarities between this IW annex and the continuity of government that Trump implemented. Let’s look at a few more screen shots from Devolution - Part 13:
There are striking similarities in the language used in this annex and EO 13961 and the accompanying “Strategy”. EO 13961 came out almost 2 months after the IW annex was released. Remember what I said in Devolution - Part 13 about the context of EO 13961:
Executive Order 13961 and the “Strategy” were both issued in the context of “War and National Defense” and an “attack” from our adversaries who are “adept at competing below the threshold of armed conflict.” Using the context of war and so much similar language to the IW annex, it’s fairly easy to make the leap that the continuity of government that Trump put in place was because we were entering into some form of Irregular Warfare.
Further evidence of that comes from the man Trump chose to lead the DoD after the stolen election.
Acting Secretary of Defense Christopher C. Miller:
Let’s compare Miller’s Bio to part of the IW Annex.
Chris Miller = Irregular Warfare (IW) Guru.
Throughout his career, Miller was responsible for overseeing many aspects of our military’s IW portfolio. Notice that one of the things he oversaw specifically was Military Information Support Operations (MISO).
MISO = 4th PSYOP Group.
Miller was the exact person you would want at the top of the pyramid if you were entering into a period of irregular warfare.
Let’s do a chronological recap:
October 2nd, 2020 - The Irregular Warfare annex was added to the National Security Strategy and it came from the office of the ASD SO/LIC (Run by Ezra Cohen-Watnick)
November 3rd, 2020 - The Presidential election took place and was obviously stolen
November 7th, 2020 - Joe Biden is declared the winner of the 2020 election
November 9th, 2020 - Christopher Miller, an Irregular Warfare guru, is named the Acting Secretary of Defense
December 7th, 2020 - Executive Order 13961 and the accompanying “Strategy” are issued - based in the context of war and using very similar language to the IW annex.
When you add in the fact that Donald Trump knew the election was going to be stolen, it’s obvious that they were setting the stage to enter a period of irregular warfare. That is what we have seen unfold since Joe Biden’s inauguration. I’ll explain that further shortly.
First I want to show a few more things that have even more significance now with what we know about Irregular Warfare. Let’s listen to this speech given by Ezra Cohen-Watnick on November 18th, 2020.
Again, these words are so important.
I’d also like to point out the location and the statue right next to ECW during this speech. First, they chose to do this ceremony at Fort Bragg - home of the 1st Special Forces Command and 4th PSYOP Group. They could have given these speeches anywhere. Choosing this statue was no accident either:
The statue is called the “Bronze Bruce.”
They were drawing attention to the special operations groups at Fort Bragg and they were also sending a message by choosing this statue. They have been subtly telling us that special operations are going to be crucial in what’s to come. The only people they weren’t telling was the “incoming” Biden Administration. From Devolution - Part 3:
Don’t forget what Christopher C. Miller said on December 18th, 2020, during the first anniversary of Space Force. Remember he had only been Acting Secretary of Defense for 1 month and 9 days when he gave these remarks.
Is he referring to some form of irregular warfare here?
We have even more evidence of a focus on Special Operations stemming from the 2021 National Defense Authorization Act (NDAA).
The timing of this budget increase is interesting. December was an important month for aspects of the Devolution Series - specifically, December 7th was the date that Executive Order 13961 was issued. This article was dated December 7th, 2020, and would become law on January 1st, 2021.
EO 13961 implements and executes a continuity of government plan based in the context of irregular warfare. On the same day that EO was signed, the irregular warfare budget was expanded 50%. Think that is a coincidence?
Further evidence showing the “battlefield” was being prepped for irregular (and information) warfare came from the 2020 NDAA. An article from “Lawfare Blog” that provides the best explanation:
Essentially, the 2020 NDAA gave wide ranging authorities to the military to conduct clandestine information operations (Irregular Warfare), much like NSPM-13 did for CYBERCOM. You’ll understand where I’m going with this shortly.
First let’s do one more recap and include a few of the additions:

November 18th, 2020 - Ezra Cohen-Watnick and Chris Miller give remarks at Fort Bragg during the ceremony which put “Special Operations Command on par with the military services for the first time.”
December 7th, 2020 - Executive Order 13961 and the accompanying “Strategy” are issued - based in the context of war and using very similar language to the IW annex.
December 18, 2020: Chris Miller mentions “we’ve been through some of the most complex military operations this country has ever seen.”
The 2021 NDAA included a 50% budget increase for 1202 Authority (Irregular Warfare)
Trump’s DoD transition team “refused to provide information about current operations, specifically in the special operations realm”
What was the purpose of all the above if not to prepare for the implementation of some form of irregular warfare?
CLOSING
“Narratives are at the center of irregular warfare.”
Herein lies the entire point I’m trying to make. Trump and his team knew all along that the crimes of the political establishment were going to culminate with them stealing the election. He repeatedly told us the election would be stolen. They also knew he would have no choice but to walk away. It was the only thing he could do to avoid civil war.
He implemented devolution using irregular warfare - and irregular warfare is exactly what we have been seeing unfold since the day the election was stolen.
This war has been a battle for the narrative.
Ever since Joe Biden was “inaugurated”, his legitimacy has been eroding. Many of us already knew it was a stolen election, but this battle for the narrative is taking place over the normies. Is there any doubt why Donald Trump always called the MSM the enemy of the people? They are the ones who have been controlling the narrative for so long. Since January 20th, 2021, the MSM has been losing control of their grip on the narrative, piece by piece. Think of the change in narratives that has occurred since Joe Biden’s Inauguration (just off the top of my head)
Russian Collusion, Spygate, and the Durham investigation
Impeachments 1 and 2
Covid-19
2 weeks to slow the spread
Masks work then don’t work
Trump tried killing people pushing HCQ
Vaccines Work
Vaccines are effective
and much more

Every single aspect of Joe Biden’s Presidency
Each one of these narratives, and many not included, have been dismantled in a coordinated and precise assault.
2000 Mules is part of that assault. It’s eroding one of the most important narratives that America’s enemies would like to hold onto - that the 2020 election was the most secure in history and Joe Biden is legitimate. We see more evidence coming out almost daily that is chipping away at this narrative, and now that Truth Social is up and running while Twitter is flatlining, the flow of information and narrative control is changing hands.
Another author by the name of SLAG pointed out another interesting observation from the video:
The video is openly talking about the inflatable tanks they used in WW2 - A PSYOP that directly led to the successful invasion of Normandy. SLAG is right that this appears to be trolling.
The release of this video from the 4th PSYOP Group tells me the outcome is already decided. You don’t put stuff like this out unless you’ve already won. A PSYOP group like this can only be successful in the shadows. Their own website says that “PSYOP is a difficult branch to research.”
That is by design! Secrecy is key to their mission. Why would they need or want a “recruitment” video? Unless, that isn’t what this is. Look at the quote they started the entire video with:
“If your opponent is of choleric temper, seek to irritate him. Pretend to be weak, that he may grow arrogant” - Sun Tzu
By walking away from the stolen election, Donald Trump appeared more than weak - he appeared to be defeated. Really, it was just the start of the irregular warfare campaign to take back our country.
This war over the narrative and control of America has been raging for some time. Trump and his team have been preparing their counteroffensive for years. It was put into motion when the election was stolen.
The video asks us “have you ever wondered, who is pulling the strings?”
Consider that a rhetorical question, the video itself gave us the answer.
