I have had some interesting conversations lately with many about whether Trump is working with Xi and Putin in the fight against the Deep State. I see merit in the argument that Putin would work with Trump. Putin is a true Russian patriot and he appears to be very self-serving. Putin has shown disdain for western governments (especially the US State Department under Obama) and their role in the color revolutions in eastern Europe. It’s possible that Putin would work with Trump in the fight against the Deep State. The enemy of my enemy is my friend.
The idea that Trump has been working with Xi, however, has been harder for me to get behind. But we won’t know the truth until all is said and done, if we ever find out the truth at all.
If you haven’t yet realized this about me, I’m stubborn. I base my analysis on available facts because in doing so, it generally means I’m right, and I enjoy being right (who doesn’t?). I’m not saying I’m right about Xi, but I did set out to find as many facts as possible to back up my belief that Xi is the enemy and in doing so I came across very interesting data points.
I can’t tell you definitively whether Xi and Trump are working together, but I believe this article should leave you with no doubt that the United States is at war with China. Trump made numerous strategic moves starting from the November 3rd, 2020, leading up to Joe Biden’s “inauguration” on January 20th, 2021.
Stating the Obvious
If you look on the archived official website of President Donald Trump, you can find a trove of useful information. This is one area I hadn’t really explored in detail until now. There is a lot we can learn here.
On November 2nd, 2020 - the day before the 2020 Presidential election - Robert O’Brien published a statement on the White House website along with a PDF document titled “President Trump on China: Putting America First”.
The document itself stated it was “A collection of speeches laying out the most significant United States foreign policy shift in a generation”. Let’s look at Robert O’Brien’s introduction.
The intro to this collection of speeches alone paints a very clear picture - China is the biggest threat to not just America, but to democracy everywhere, and it’s no coincidence that this book was released the day before the election. The entire PDF is 128 pages so I won’t be breaking it down in full. I will do my best to pull out the parts that I found were most important from each speech, but I urge you to read it in its entirety for yourself.
The following will be screenshots I have selected from the various speeches. Keep in mind it may not necessarily flow since each screenshot is from a different part of the speech but they all provide important context.
Mike Pence - October 4th, 2018
Mike Pence touches on numerous topics throughout his speech. He mentioned multiple times China’s “interference and influence operations” as well as their cyber activity. Pence even specifically calls China out for meddling in our democracy and elections. My favorite line from this speech is this:
“Trump’s leadership is working; and China wants a different American President”
Donald Trump - May 30th, 2020
Trump’s focus here is on China and Covid-19 but I think it’s important to highlight the tone and language he uses when discussing China. At the beginning of his Presidency he was very diplomatic, but the pandemic changed everything. Trump viewed Covid as an attack. More on that to come.
Robert O’Brien - June 24, 2020
Robert O’Brien didn’t hold anything back and explicitly calls out Xi Jinping and how Xi “sees himself as the next Joseph Stalin.” He specifically mentions the Trump administration countering the “CCP’s malign activity” and how “we will resist their efforts to manipulate our people and our government and undermine our sovereignty.” That sounds as if he knew they might be looking to interfere in our elections.
Bill Barr - July 17th, 2020
Barr’s speech feels similar to O’Brien’s, and he also specifically calls out Xi Jinping openly speaking of “replacing the American dream with the Chinese solution.” He also mentions China’s influence efforts in our political process.
Michael R. Pompeo - July 23rd, 2020
Pompeo’s speech is one of my favorites and I think it speaks for itself. The message is that we can’t trust Xi Jinping or China, and that we cannot let them erode our freedoms. We must protect our sovereignty. “Securing our freedoms from the CCP is the mission of our time” - Powerful words from our Secretary of State.
Donald Trump - September 22nd, 2020
This compilation of speeches was published the day before the 2020 election and it has gone largely unnoticed. I see them as a shot across the bow - a warning to China and the enemy that Trump and his team knew what was coming.
Remember that the entire basis for devolution relies on the United States being in a state of war. Foreign interference is just one example of an act of war. There is plenty of evidence that Trump viewed the release of Covid as an act of war:
President Trump repeated that sentiment with what he said in his September speech:
He directly told us that we are, once again, in a state of war, but I believe I can cement that concept even further. We all know that actions speak louder than words. When you look at Trump’s post-election actions, it paints a clear picture that we are at war, and that Trump was prepared.
Below is a timeline for many of the key devolution moves starting from November 3rd, 2020 through January 20th, 2021. A large portion of these I have already covered throughout the Devolution series, but there are some new pieces of information that I have discovered that are extremely interesting. The new information will be in bold and will have some detailed analysis.

November 3rd, 2020 - January 20th, 2021
November 3, 2020: DOD Instruction 3000.15 “Plan Review and Approval Process” is issued:
This DoD instruction has a similar tone to EO 13961, the executive order we discussed in Devolution - Part 13 that implemented and executed a continuity of government plan moving from a reactive posture to a proactive posture. I think the timing here is also interesting. Guidance on how our DoD reviews and approves contingency plans being released on the day of the election could be a coincidence, but it leads me to believe they were preparing the battlefield for the continuity of government environment that kicked off when Trump left office.
November 8, 2020: Associated Press declare Joe Biden the winner of the 2020 Presidential election
November 9, 2020: Administration Issues Joint Strategic Plan on Intellectual Property
Much of this strategic plan focuses on China
November 9, 2020: Trump names Christopher C. Miller as the Acting Secretary of Defense
November 10, 2020: Anthony Tata is named Senior Official Performing the Duties of the Undersecretary of Defense for Policy
November 11, 2020: Kashyap Patel named the Chief of Staff to Acting Secretary of Defense Christopher C. Miller
November 11, 2020: Ezra Cohen-Watnick Promoted to Undersecretary of Defense for Intelligence while also serving as the Undersecretary of Defense for Special Operations and Low Intensity Conflict
November 12, 2020: Executive Order on Addressing the Threat from Securities Investments that Finance Communist Chinese Military Companies
November 12, 2020: Statement From National Security Advisor Robert C. O’Brien
November 18, 2020: Acting Secretary of Defense Christopher C. Miller signs memorandum naming the ASD (SO/LIC) as a “Principal Staff Assistant” reporting directly to the Secretary of Defense
November 25, 2020: Issuance of DoD Directive O-5105.88: OSD Red Team
This could be nothing, but I felt it was worth including. Red Teams play the role of the enemy and provide feedback from the enemy’s perspective. This seems like something that would be done either during or leading up to conflict. Some parts of this Directive are still classified.
December 3, 2020: Director of National Intelligence John Ratcliffe writes an op-ed for the WSJ titled: “China is National Security Threat No. 1”
December 7, 2020: Executive Order on Governance and Integration of Federal Mission Resilience

Is it simply a coincidence that on the same day our FBI, CISA, ODNI, and NSA release a statement regarding the Solarwinds hack being of “likely Russian origin” and “intelligence gathering effort”, Donald Trump issues an executive order addressing the “Threat posed by applications and other software developed or controlled by Chinese companies”? I’ll have more on the Solarwinds hack shortly.
January 5, 2021: Memorandum on Inadmissibility of Persons Affiliated with Antifa Based on Organized Criminal Activity
If you remember from Devolution - Part 6, this memo serves as circumstantial evidence that Trump knew Antifa was going to hijack the January 6th Peaceful Protest.
January 6, 2021: Electoral College Vote
January 7, 2021: Declassification and publication of DoD Manual S-5240.01-A: Procedures Governing the Conduct of DoD Intelligence Activities: Annex Governing Signals Intelligence Information and Data Collected Pursuant to Section 1.7(c) of EO 12333
I found this to be extremely interesting even though I haven’t fully wrapped my head around the significance of it yet. It was declassified by General Nakasone and discusses how the military handles Signals Intelligence Information.
Here is Section 1.7(c) of EO 12333
Again, I’m not sure on the significance of this yet but the topic and timing of this release must mean something. Does it have to do with capturing evidence of the election theft? Does it have to do with any of the illegal surveillance activity of former administrations? General Nakasone’s involvement here piques my interest.
January 7, 2021: The Intelligence Community Assessment as required by EO 13848 is provided to the President, senior Executive Branch officials, and Congressional leadership and intelligence oversight committees.
January 7, 2021: “Views on Intelligence Community Election Security Analysis”
I discussed DNI Ratcliffe’s letter in Devolution - Part 7, but there is one aspect of his letter that I had overlooked, and I think it’s very important to the overall picture. Recall that I told you to keep in mind how often Trump referenced the voting machines. Take note of who held the “minority view” on China’s role in election interference:
What is the role of the National Intelligence Officer for Cyber issues?
Keep in mind that the “majority viewpoint” was that “China did not influence or interfere with the 2020 election.” The “only analyst who held the minority view on China” (that China did influence or interfere in the 2020 election) was the one who is responsible for identifying the “perpetrators of malicious cyber activities”.
This means whatever influence or interference occurred was in the CYBER REALM.
On June 29th, 2019, Christopher Porter was appointed as the new National Intelligence Officer for Cyber. He is the NIO Cyber referred to by DNI Ratcliffe in the memo above.
Remember from Devolution - Part 11 that the Solarwinds hack - which was initiated in March of 2020 and not discovered until December of 2020 - would have granted the hackers access to the Dominion Voting Systems’ machines. This is what I said in the closing to Devolution - Part 11:
Discovering Chrisopher Porter, the former CTO for Cybersecurity Policy at FireEye, only further reinforces my belief, as stated in Devolution - Part 11, that our military perpetrated the Solarwinds hack, and that is how they were able to monitor the election. China already had access to the machines through their software and hardware and I believe that is why on January 5th, 2021, Trump issued EO 13971: Addressing the Threat Posed by Applications and Other Software Developed or Controlled by Chinese Companies. Our military hacked Solarwinds in March, and was lying in wait to capture the election theft in November.
January 12th, 2021: Statement from National Security Advisor Robert O’Brien
This is the statement regarding the publication of the United States Strategic Framework for the Indo-Pacific. The framework was declassified by Robert O’Brien on January 5th.
I do think it is worth examining a majority of this framework to give us an insight into how the Trump administration positioned themselves against China.
The strategic framework makes multiple references to “China’s influence operations” and the problem they pose to “liberty and sovereignty of nations”. This again highlights the mindset of the Trump administration and I believe they were again showing us this mindset by releasing this document before leaving office.
January 13, 2021: Executive Order on Amending Executive Order 13959–Addressing the Threat from Securities Investments that Finance Communist Chinese Military Companies
January 13, 2021: Trump begins the issuance of multiple National Security Presidential Memorandums (NSPMs)
If you count how many days Trump was in office for up to January 12th, 2021, you would reach a total of 1,452 days. As of January 12th, 2021, Trump had issued 27 NSPMs for an average of 1 NSPM every 53.7 days.
He issued NSPM 28 on January 13th, 2021, and it shows there are a total of 35 NSPMs. So over his last 8 days in office starting on January 13th, 2021, Donald Trump issued 8 NSPMs averaging 1 per day. Trump was clearly “leaving” office with a focus on national security matters, further pointing to the fact that we are at war.
January 14, 2021: Presidential Memorandum on United States Government-Supported Research and Development National Security Policy
January 15, 2021: Statement from National Security Advisor Robert C. O’Brien
January 18, 2021: Executive Order on Protecting the United States from Certain Unmanned Aircraft Systems
January 18, 2021: Multiple government employees report they received a notification that COGCON was lowered to Level 2
January 20, 2021: Politico Publishes article detailing the “ugly transition at the Pentagon.”
January 20, 2021: Pentagon gave control of millions of dormant IP addresses to Florida company just minutes before Joe Biden’s “inauguration”.
It should be obvious at this point that Trump wasn’t lying low like most Presidents on their way out the door. Trump and his team were making massive moves behind the scenes that lead us back to the entire theme of the Devolution Series - We are at war, and Donald Trump didn’t just walk away from a stolen election.
Closing
Let’s circle back to my inital question, and the title of this article.
To Xi, or not to Xi?
I like to be measured and fair with the information I present, I will point out something that in my opinion could be considered evidence for the claim that Xi could be working with Trump to take down the global elites. Focus on these comments from Trump’s speech:
Global control is key to the enemy, and they can only achieve it through true globalization. Trump doesn’t believe in globalization. Trump is MAGA through and through. His America first policies jeopardized the slow and subtle global takeover that had been underway for decades if not longer. The Guardian published an excellent piece on this topic and here is how they ended the article:
In a November of 2021 speech at the China International Import Expo, Xi Jinping expressed concern that the world was turning against “economic globalism”.
This implies he wants globalization to continue, but as I said before, actions speak louder than words. His actions, of late, seem to contradict his words. November 8th, 2021, just 3 days after expressing concern over the world turning against economic globalism, an article was published discussing Xi’s regulatory crackdown on China’s tech industry.
By now we have all heard of the Evergrande collapse, but just recently Zerohedge reported that an even bigger property developer was going to collapse as well.
The CCP is unable to prop up their economy even though they have every tool and advantage available to them given their status with the WTO and their cheap labor. Is it possible Xi has a hand in their economic collapse? Is Xi helping put an end to globalization? If so, could that mean he is working with Trump?
Again, I remain skeptical, but IF there is a case to be made for Xi secretly working to take down the global elite, this is the best evidence I have seen for it. It definitely is a head scratcher. Whether Xi is or isn't an ally himself, one thing is clear - Trump went to war with the CCP.

Upon reading 16 for a second time, it hit me the foresight and layers of military planning that were put into place to take down our enemy is extraordinary. Great job identifying that Christopher Porter was appointed as the new National Intelligence Officer for Cyber after having served as Chief Technology Officer for Cybersecurity Policy at FireEye. That connection gives credence to the fact that the military was five steps ahead of the enemy, laying in wait and validates Trump's statement, "I caught them all." Just one more reason to know with certainty that Devolution is real, to continue to trust President Trump and there has always been a Plan in place to take down the hidden enemy. I've had the impression there are two China's. The CCP and the rest of China. The U.S. has a similar problem. The articles I have read go from the CCP on one paragraph and China in the next. My guess is that neither Xi or Putin has any use for the NWO. The CCP and the DS on the other hand are working hard to deliver the world's two largest economies into this NWO bullshit
