This will be a relatively short article dedicated to the topic of Presidential Emergency Action Documents (PEADs). I’ll be clearing up some misconceptions about PEADs and showing you something incredible that I have uncovered about them.
Let’s begin with some background from the Brennan Center:
Right off the bat, we can clear up some of the misconceptions floating around.
Anybody who is claiming to know for a fact what is specifically in any of the PEADs is lying.
Anybody claiming to know for a fact that a PEAD(s) has been implemented is lying.
We can certainly speculate, as I do often, but for anybody to claim any factual knowledge on what may be in the PEADs or that they were used at all is false. These documents are top secret and “none has ever been leaked.”
Another misconception I believe it is important to address is who might know what’s in the PEADs.
Anybody claiming that only Trump and the military know what’s in the PEADs is lying.
A trove of documents was recently obtained from the George W. Bush Presidential Library through a Freedom of Information Act request. These documents shed light on the review that was taking place of the PEADs while George W. Bush was President. One of the documents included a “PEADs Submission List.” The list showed us which agencies are involved in the separate PEADs
Under the heading “AGENCY” we can find all the different agencies with a PEAD relating to them.
So as of 2004, we have at least 14 different Agencies involved in any number of PEADs: The DOD, DHS, WH, DOJ, NARA, DOC, USDA, DOE, Treasury, OSTP, OPM, DOS, DOT, HHS.
At minimum, the head of each agency would know the details of the PEAD(s) that affects them.
In addition to this, the Office of Legal Counsel performs occasional reviews of the PEADs for legality. Just to make the point clear: the PEADs are known by more than just the President and the Generals in the military. Every PEAD is different and is a response to different scenarios so depending on what happens, any number of agencies could be involved in a PEAD.
New Revelation
Documents from the Clinton administration revealed to us that in the year 2000, there were 40 PEADs in existence:
An Office of Legal Counsel status report from the recent trove of George W. Bush documents revealed the number of PEADs had increased to a total of 52 (48 original, 4 new):
And this brings us to the most recent information we have on PEADs. The Office of Legal Counsel (OLC) was tasked with “working on and updating a series of Presidential Emergency Action Documents.” Every year throughout their review, the OLC would submit a budget request to the House Committee on Appropriations in order to fund the cost of their review. There were 5 total budget requests:
Keep in mind that each of these hearings took place in the year listed above but they we’re requesting funds for the following year. For example, the first one listed above with the year 2013 was requesting funding for 2014:
The OLC budget requests for the years 2013 - 2016, while Barack Obama was President, revealed 56 “current” PEADs which they had been reviewing.
The final OLC budget request from the year 2017 is the only one that occurred while Donald Trump was President of the United States. Here is that same paragraph regarding PEADs from 2017:
What we have here is a small, yet extremely significant change in the wording.
The Obama years all said “each of the current 56 documents.”
The lone Trump year said “each of the approximately 56 documents.”
We went from 56 PEADs “existing at the present time” under Obama to “close, but not precisely” 56 PEADs under Trump.
This means there exist either more or fewer than 56 PEADs, and that number changed while Trump was President. Again, this is the latest information we have and it comes from 2017. We have no clue what changes may have taken place in the following three years, but it’s still an incredible revelation.
This is the first piece of circumstantial evidence we have that Trump may have added a PEAD that wasn’t already in existence. A PEAD that could be in response to a new type of warfare.
I also know that it’s possible that may he removed some PEADs. However, I believe it is much more likely that there were additions.
“The Alarming Scope of the President’s Emergency Powers”
I and many others have been speculating for years that Trump may have used the PEADs in some fashion to implement devolution.
When you look at the actions taken by congress, it seems as though they were concerned about Trump’s potential use of PEADs as well..
They even used the mockingbird media to push the narrative that Trump’s emergency powers were “alarming.” These are just a few examples.
The entire premise of PEADs and COG was built around responding to nuclear war. I discussed this in Devolution - Part 4:
The very first form of continuity of government and use of PEADs that Dwight Eisenhower had prepared was called “Plan D-Minus.”
One of the most revealing public exchanges regarding PEADs came from the Iran-Contra Hearings. Here is another excerpt from Devolution - Part 4:
This is where some of our speculation and circumstantial evidence comes into play.
Closing
Lt. Col. Oliver North wrote “Contingency plans for dealing with nuclear war, insurrection, or military mobilization.” How many times has Trump told us that the real insurrection took place on November 3rd, in reference to the stolen election?
The entire premise of PEADs and COG was built around responding to nuclear war and we know that over the years, warfare has evolved. Wouldn’t it be logical to assume that the PEADs would evolve as well?
Trump flat-out told us a few months ago that our own government agencies have been waging illegal psychological warfare campaigns against us.

Let’s not forget that Trump literally called himself a WARTIME PRESIDENT:
A “different kind of war than we’ve ever had” requires a different kind of solution.
We now know there was a change to the number of PEADs, and the change took place with Trump in office.
We know congress, the media, and the entire establishment were afraid of his potential use of Presidential powers.
We know he was making all sorts of moves after the stolen election.
We know he had every justification to respond to the acts of war waged upon the United States.
So the question remains, did he use the tools available to him, or did he truly walk away from office and allow the regime to take over?
I know what I believe.
