There is a question I keep getting so it’s time I answer it properly. Here is the question as asked by @jabisbad on Truth Social:
Does devolution require Trump returning as President?
To answer this we need to understand exactly what a continuity of government plan accomplishes. Two of my favorite documents to refer to regarding continuity of government are:
These pamphlets outline the Army’s COOP program and planning procedures. Combined they mention the word “Devolution” 60 times.
Here is the definition of COOP:
The “disruption of normal operations” was the theft of the 2020 election involving a foreign government and (if you read Devolution - Part 19) transnational criminal organizations.
Here is the definition of Devolution:
As I discussed in Devolution - Part 13, Trump issued Executive Order 13961 and this was how he implemented and executed Devolution. Here is a recap of that Executive Order from Part 13:
At the same time that he issued Executive Order 13961, he issued the Federal Mission Resilience Strategy. This screenshot from Devolution - Part 13 outlines a small part of what this Strategy was supposed to do:
The Devolution series is chock-full of evidence that devolution was initiated. To understand how the rest of the devolution plan unfolds, we need to look at the 4 phases of a continuity plan (the notes in red are my own):
I could be convinced that EO 13961 was part of the activation. It’s hard to know the exact timeline of when Trump officially made his moves but the above figure from AR-PAM 500-30 should give you a good idea the overall concept of devolution.
We are currently in Phase 3 and we don’t move on to Phase 4 until “immediately after an event concludes”. Nobody knows what that conclusion will look like but that is what we are waiting for.
This is the description of Reconstitution:
The key phrase from above is “resume normal operations” and this phrase is one of the reasons I believe Trump comes back as part of the devolution plan. The “normal operations” before devolution was initiated had Trump as the President of the United States. Therefore, returning to “normal operations” would mean we would be returning to operations that had Trump as President of the United States.
The reasoning above is just solely based on language and definition found regarding continuity of government and continuity of operations. There are plenty other reasons to believe Trump will return. It’s not in his character to walk away from something when he was the rightful winner. Just last week Trump unendorsed Mo Brooks because Mo said we need to “put that behind you” when referring to the 2020 election fraud:
“We can’t let them get away with it”. Those words should ring in your ears. The only way to not “let them get away with it” is to rectify what happened in 2020 and allow Trump to take his place as the legally elected President of the United States.
Like everybody else, I’m only guessing at how this might play out but Trump has been telling us all along that there is a plan and it’s going to make us “very happy”.
The only thing that would make me very happy is Trump returning to office because that would coincide with the death of the political establishment, which brings America’s return to greatness with it.

Any Trump "return" will have to be constitutionally sanctioned. He can't just waltz back into the White House without that, for a critical reason: legitimacy. Trump made his farewell speech in the early morning of January 20th, saying he was "leaving" and that he would "be back very soon". This plants the seed in the mind of the nation that what we normally see on inauguration day was status quo this time too: Trump "left", Byeden "fauxnaugurated". Trump openly refers to the "byeden administration", as does all media, and has since 1/20/21. This gives the nation the air that byeden is currently "president". So any Trump restoration prior to a 2024 November election will have to follow strict adherence to what is constitutionally permitted. That substantially limits acceptable scenarios. And it would almost have to include SCOTUS rendering a decision in regard to it. Which means Trump is going to have to engage in a court case to prove the massive fraud he's been talking about non-stop since early 2020. He has to follow a constitutional path back to the presidency, otherwise he'll be seen as illegitimate. He cannot ignore or overthrow the constitution he'll have to swear to uphold. Moreover, a return is highly unlikely to happen this year for one main reason: the Pelosi-led House will impeach him (again), only this time McConnell and all his RINO Trump haters in the Senate will convict him. They - the Senate McConnell gang - want no part of any Trump presidency again. So until or unless the congressional makeup changes, he's not heading back any time soon.
Whatever your theory is of any devolvement, we need to understand it only applies to the Executive branch. No president has any authority to dissolve or liquidate the separate-but-equal co-branches of government. The National Emergency Act itself states plainly that no constitutional suspension - which is the very definition of Martial Law - can be implemented without congress approving. A congress can revoke its own power voluntarily; no president can usurp that from them. That said, we know the military is limited in what it can do in the individual states. But. Rather than think of any devolvement in terms of branch or department, it might have more to do with geography. Washington DC - being a district - can very well fall under military control. Which might explain why the Democrats were so desperate in the early days of the byeden residency to convert DC into a state. The stolen election by foreign enemy nations of the US means DC is/was essentially under foreign occupation. I'll not soon forget that military guy Stephanopulous interviewed just before 1/20 asking if he was going to assure a peaceful transfer of power, and his response was "Yes, we will be ensuring a peaceful transition to MILITARY power". Which would explain all the checkpoints that went up around DC on that day. People coming and going were having to prove their business in the city. The federal buildings are still - to this day - largely vacant, even with all C19 restrictions gone. Byeden is on a set replica of the WH almost always. It's not far-fetched to think that the military seemingly has control of DC because it's essentially fallen to China, Iran, et.al., by stealing the election. Carl Deacon's theory on this from a year ago makes the most sense.
One option for a Trump return is determining whether or not byeden and/or harris were actively involved in either knowing or orchestrating the steal. If that shows up, then any federal court can - and must - order a new election to be held. That might explain why Trump is increasing the frequency of his rallies and interviews. Trump's lawyer who filed the RICO suit warned that another lawsuit will be coming "shortly". Maybe about the fraud?
Trump goes by the Constitution, this time will be no different!! 🙏🇺🇸♥️🥰😎
